Bambolim project's proponent asked why work is on despite order to stop

Panaji: The Goa State Expert Appraisal Committee (Goa-SEAC) has asked the project proponent of the controversial project by Worldwide Resorts and Entertainment at Bambolim to submit details of all the work that was carried out at the site after the SEAC ordered inspection on June 28, 2024, which was followed by a stop work order.
The project proponent said that a retaining wall construction was taken up as a protective measure, but the SEAC has sought details of the work to be certified by a reputed institute like NIT, IIT, etc.
St Andre legislator Viresh Borkar, environmental activists, and locals have been alleging multiple violations at the project site. Hill-cutting and other violations were found by state authorities during inspections carried out since last year, following complaints.
The Goa-SEAC, at its May 9 hearing, asked the project proponent whether they were aware of the stop work order issued on July 12, 2024. The project proponent said they were aware of the stop work order, but had continued as advised by their structural consultant, Prathamesh Bhat, with the work of the retaining wall as protection measures.

The project proponent was directed to submit credentials of its structural consultant, besides an affidavit, along with photographs indicating quantum of work carried out from June 28, 2024, when the SEAC inspection was carried out, till March 17 this year, when the Goa State Environment Impact Assessment Authority carried out its inspection.
After scrutinising the documents, the Goa-SEIAA had noted that the project initially had an approved FAR of 80%, with a built-up area of 19,819sqm, comprising two basements, one stilt, and four floors. However, the newly-granted permissible FAR is 199%, with two basements, one stilt, and eight floors, resulting in a total built-up area of 32,971sqm.

The Goa-SEIAA had accordingly requested the Goa-SEAC to assess the implications of this change from the perspective of disaster management, human safety, and environmental impact.
